可访问性的指导方针

Web Accessibility 

在开发在线课程和讲座课程时，坚持网页可访问性指导方针将使所有学生受益，包括那些有视觉障碍的学生, hearing, 行动和学习障碍.

联邦法律要求:

“Requiring use of an emerging technology in a classroom environment when the technology is inaccessible to an entire population of individuals with disabilities… is discrimination prohibited by the Americans with Disabilities Act of 1990 (ADA) and Section 504 of the Rehabilitation Act of 1973 (Section 504) unless those individuals are provided accommodations or modifications that permit them to receive all the educational benefits provided by the technology in an equally effective and equally integrated manner.”  来源:2010年6月29日致各学院和大学校长的致同事信. http://www2.ed.gov/about/offices/list/ocr/letters/colleague-20100629.html

无障碍的定义:

“无障碍”是指向残疾人提供获得同样信息的机会, 参与相同的互动, 并以同样有效和同样全面的方式享受与非残疾人相同的服务, 具有基本相同的易用性. 残疾人士必须能够充分地获得这些信息, 作为一个没有残疾的人平等和独立. 虽然与非残疾人相比，这可能不会带来同样的易用性, 它仍然必须确保技术提供的教育利益和机会的平等机会以及在使用这种技术方面的平等待遇. (民权办公室与南卡罗莱纳技术学院系统的决议协议, 2/18/13)
